Streszczenie

Konstytucja RP zapewnia wolność prasy i innych środków społecznego przekazu. Wynika stąd zakaz cenzurowania i koncesjonowania prasy, co nie oznacza, że nie podlega żadnej kontroli. Pra¬sa drukowana podlega obowiązkowi rejestracji, co służy uporządkowaniu działalności wydawniczej i ochronie istniejących na rynku tytułów prasowych. Rejestracja dzienników i czasopism ma charakter formalny i nie jest uzależniona od wyrażenia zgody przez organ rejestrujący. Jeżeli tylko wniosek o re-jestrację spełnia wymagania formalne, organ rejestrujący jest zobowiązany do dokonania rejestracji. Organem rejestrującym jest sąd okręgowy, co stanowi gwarancję przeprowadzenia procedury rejestra-cyjnej w sposób profesjonalny, uczciwy i wolny od jakichkolwiek nacisków.

Summary

The Polish constitution guarantees freedom for the press and the other mass media.This is the result of a ban on licensing and censorship of the press. The printed press is however subject to registration, which serves in the process of sorting out publishing activities and protecting existing press titles on the market. Registration of newspapers and periodicals is a formality and does not depend on the consent of the registration authority. If the application complies with the formal requirements then the registra¬tion authority is obliged to approve the the registration. The organ of registration is the district court, a unit which guarantees the registration procedures to be carried out in a professional, fair and free from external pressure manner.
